Rick Snyder today created, by executive order best hermes replica kelly , a state council on homelessness.Through a separate executive order, Snyder dissolved the Mental Health and Wellness Commission, which was created in 2013 to recommend the best ways to improve mental health services.The new Michigan Interagency Council on Homelessness, formed at the recommendation of the Mental Health and Wellness Commission, is charged with updating the state’s 10-year plan —first introduced in 2006 —to end homelessness. The council also will monitor and participate in implementation of those updates.The council will include representatives from the state departments of Military and Veterans Affairs, Community Health psychotherapybristol , Corrections, Education, Human Services, Natural Resources, Technology, Management and Budget and the Michigan State Housing Development Authority, as well as a representative from the courts and four members of the public.Executive Order 2015-2, which creates the new homelessness commission, states that “ending homelessness requires collaboration among state agencies, local governments, the private sector and service provider networks to coordinate program development, deliver key services and provide housing.”According to the Michigan State Housing Development Authority, more than 86,000 people in Michigan are homeless and thousands of those individuals have a mental illness, developmental disability or substance use disorder.The Mental Health and Wellness Commission has fulfilled its charge to make recommendations on how to improve outcomes for Michigan individuals and families living with mental illnesses, developmental disabilities and substance use disorders, the state said in a release.The Legislature and the Michigan Department of Community Health will continue to work to carry out the commission’s recommendations, the state said.The homelessness commission “will give us a road map in terms of some of our budget priorities moving forward,” said Lt. Gov. Brian Calley, one of six members of the Mental Health and Wellness Commission.It formalizes some of the conversations that had been taking place among state departments searching for ways to better address homelessness.Both the commission and the new, statewide plan for ending homelessness that it’s charged with developing will put the state in a better position to apply for federal grants, he said.Calley said he expects the commission will have a new plan for ending homelessness across the state ready before year’s end.There hasn’t been enough progress made on homelessness since the first statewide plan was developed in 2006, he said.“What we have found is there are a lot of reports and recommends that happened during the first decade of this century that simply were not followed up on.”The new homelessness commission and the plan it will develop will help the state “build solutions around the needs of people instead of expecting people to conform to the artificial constructs of state department organizations,” Calley said.
